Courtesy of the [info]comicbooks LJ community and ComiXtreme.com's Blake Petit, a top-10 list of the all-time scariest, most heinous super-villains in comic-book history, just in time for Halloween, along with eloquent summations of why each malodorous malcontent is there. Some of the names will not surprise you terribly if you've read any comics at all in the past few decades...but one or two just might, thanks to recent revelations and/or new plot developments.
Yes, Lex Luthor, Dr. Doom and the Joker are here. But...Dr. Light?!?

Aw come on.
Ask the people of Latveria.
To them, he is a fair and just ruler.
That puts him out of the running.

To the inhabitants of Apokolips, Darkseid is not only a fair and just ruler, but a literal god to be worshiped and feared. Would you take him off the list too? And if Doom and Darkseid have to go, with whom would you replace them? (Personally, I'd pick Mordru and Ares.)

We know that Darkseid's subjects fear him and most of his support comes from the royal family.
Doom is more like Vlad the Impaler.
The story goes that a merchant traveling through Carpathia complained to Vlad that someone had stolen gold off his cart.
Vlad was incensed. He searched and searched until he found the thief.
then he impaled him.
He then put one extra gold coin on the merchants cart and asked him if everything was in order.
The merchant inventoried and found there to be one extra coin.
He politely informed Vlad of this. Vlad told him that if he hadn't reported the excess he's have been impaled right next to the thief.
Doom governed Latvaria in much the same way.
That aside, Darkseid pretty much is anti-life. He seeks more to destroy then to rule and he keeps his subjects alive to achieve those ends.
Luthor and Doom both want to rule the world, but it is unclear whether they would, in fact be any worse then those running things now.
Both men have obsessions that eclipse the good they want to achieve.

Doom has sometimes been written as having a Zero Percent Approval Rating and sometimes as a Villain With Good Publicity, depending on whether he's presented as merely hungry for power and/or revenge or whether he's shown to have a sense of honor and genuine concern for the good of Lateveria.
